New technologies in firefighting

From March 23 to 24, within the walls of the All-Russian Research Institute of Civil Defense and Emergency Situations of the Ministry of Emergency Situations of Russia, the second scientific and practical conference “New technologies of the military-industrial complex” is set on fire. .

The event is attended by representatives of the Ministry of Natural Resources, the Ministry of Defense, the Ministry of Industry and Trade and other federal executive bodies responsible for extinguishing (natural) fires, specialized regional authorities, the state-owned company Rostec and Roscos other manufacturers of firefighting equipment, research organizations and industry associations interested in the subject, as well as scientific institutes of the Russian Ministry of Emergency Situations.

The Deputy Minister of Emergency Situations of Russia Nikolai Grechushkin addressed the audience:

– I am pleased to welcome everyone present to the Civil Defense Problems Research Institute of EMERCOM Russia. The theme of the conference is very important, especially now, in the context of the application of sanctions against the Russian Federation by foreign states. It is relevant precisely in terms of using the capabilities of our military-industrial complex, the introduction of new technologies in forest firefighting. “As the Russian Ministry of Emergency Situations is involved in extinguishing forest fires, it will be interesting to learn about developments, to develop new ideas that will help reduce the number of forest fires and their damage,” said Nikolai Grechushkin.

Legislative sphere

During the event, the participants in the conference discussed the Decree of the Government of the Russian Federation of 16 March 2022 N 510-r “On the approval of the action plan for the implementation of the Strategy for the Development of the Forest Complex of the Russian Federation to 2030 ». There are two points of particular importance in the document.

Point 43 concerns the preparation of proposals for the development of methods for monitoring forest fires, including the use of ground, air and space means. Structures responsible for this issue: Rosleskhoz and the All-Russian Institute for Forest Research and Forestry.

Paragraph 39. A proposal for the consolidation of unmanned aerial systems for the timely detection of forest fires and the fight against illegal activities, including the illegal harvesting of natural resources, is considered. In developing this issue, an entire system is being designed in the direction of unmanned aerial systems and its introduction into forestry. Bodies interested in this subject: Ministry of Industry and Trade, Ministry of Natural Resources, Rosleskhoz, Ministry of Emergency Situations of Russia.

Activities for the protection of aviation forests

In front of the audience in the hall, Andrey Yeritsov, Deputy Chief of Aviation Forest Protection, spoke about the experience of using modern technologies to extinguish forest fires in remote and inaccessible areas.

The main point of his report is that there is a certain location of forests, both land and airspace. The location is distributed according to priorities and methods of protection. The technical means, including the capabilities of the military-industrial complex, can be more useful on the ground, in these areas there is a high anthropogenic load. The rest of the territory is a forest aviation area. Avialesoohrana works here.

As there are more and more forest fires every year, the government of the Russian Federation and structures such as the Ministry of Natural Resources and the Federal Forest Service are paying close attention to this issue. In addition, funding for this sector has increased by 8 billion in addition to the existing 6 billion. The money will be spent on the creation of additional aviation departments.

The most common cause of forest fires is abandoned agricultural land. They are overgrown with weeds and burn in spring. The flames enter the territory with a large front near forests, it is still difficult to deal with. Therefore, new technical developments are required.

New developments and methods of firefighting

The constituent entities of the Russian Federation have been instructed to further strengthen the aviation component and personnel. This means hiring additional units, the number of people, as well as increasing the frequency of air and ground patrols.

State aid
To date, the number of permanent employees of the paratrooper service reaches 3 thousand people. In addition to this number, the regions hire workers for the season. This year, the number of paratroopers is increasing by 1,400 people. It is these forces that must patrol the forests, detect fires in a timely manner, detect them in a timely manner and eliminate them at an early stage.

Optimization of organizational questions
In addition to the need for technology, there are many organizational and technical issues: regulation, assistance between regions and departments.

Consolidated plans for extinguishing forest fires were approved in all subjects of the Russian Federation. There is active preparation for the season. According to the consolidated plans for extinguishing forest fires, more than 170,000 workers and more than 60,000 pieces of equipment can be involved in our country. These elements include: forest tenants, the Russian Ministry of Defense, the Russian Ministry of Emergency Situations, as well as the forces and means of specially protected natural areas.

Equipment update
On behalf of the President of the Russian Federation, the Sever Forest Fire Center was established at Cheremshanka Airport in Krasnoyarsk Territory. In addition, 6 helicopters are planned to be deployed in the area. Two of them have already been delivered to the spot, they are Mi-8 helicopters. Thanks to the new capabilities, reinforced patrols will be deployed in the northern and remote territories, as well as in the Baikal Basin. The authority to protect the forest aviation of the Baikal Nature Conservation Area was transferred to the Aviation Forest Protection last year.

Thanks to the federal program for the protection of forests. In the last 3 years, the subjects of the Russian Federation received more than 40 thousand units. forest firefighting machinery and equipment. This year, this direction will continue to grow, the regions will receive more than 10 thousand units of special equipment. As of today, Rosleskhoz readiness is estimated at 92%, after the delivery of the equipment, all areas will be supplied with 100%.

Paratroopers and paratroopers need to develop hand tools, small equipment. For example, the improvement of motorized backpack fire extinguishers.

The most effective way to deal with large fires in remote areas (Siberia and the Far East) is to use annealing. It is very difficult to do this by hand, so the rescuers returned to a forgotten technology – blasting. In addition, drones and quadrocopters are used to ensure safety in this work. Currently, there is a constant search for new blasting media. There are gel-based technologies.

The VSU-5, VSU-15 helicopter overflows are being upgraded. There is development of their partial sewerage.

In addition, work is being done to artificially induce rainfall. Yakutia, Irkutsk region, Krasnoyarsk region, b = Buryatia, Amur region. Such work is carried out annually since 2017. In total – more than 100 flattering fires in an area of в έως. В.. 50 to 500 thousand hectares. We increased the efficiency of the rainfall and, thus, allowed us to extinguish the forest fires more effectively.
