But it will work with all interested urban communities
The former asset of the bankrupt construction company Fon, the Kazan Parus restaurant, which the democracy bought last year at auction from Otkritie Bank, should be turned into a Tatar youth center. In the summer, Rustam Minnikhanov approved the idea, ordering the provision of an observation deck at the top of the building, the press service of the President of Tatarstan reported. How to be the “House of Tatar Youth” was discussed during a brainstorming session with the participation of the leadership of the Republican Ministry of Youth and city activists. From the landing stage to the “Fon” acquisitions
Originally, the Parus was a landing site on the river, the restaurant that was popular with Kazan residents in the 1960s. A new three-storey building of approximately 3,800 square meters was built for the city’s millennium in 2005. and 51 States worked here.
The building belonged to the founder of the Fon construction empire, Anatoly Livada, who, along with his deputy Diana Akhmetzyanova, was accused of embezzling 2.6 billion rubles during the construction of the Kazan Symphony, Tsaritsynsky Bugor and Sunny City housing complex. On February 1, 2021, the court concluded that there was no fraud and the actions of the defendants were reclassified as causing property damage to shareholders without the intention of stealing their funds, but by misleading and abusing their trust in the legality of construction projects. In June 2021, Livada left the colony: the honored Tatarstan builder spent most of his term in a detention center and under house arrest during a preliminary and judicial investigation. At the time of entry into force the sentence had 2.5 months to serve from 4 years and 10 months. Later, due to his deteriorating health, he was transported to the convicts’ hospital of colony No. 2 in Kazan, from where he was released on June 18 last summer.
In 2016, Otkritie Bank, which pledged the Parus restaurant for the Fona loan, put the building up for sale for 250 million rubles. Savinovo LLC, which belongs to the Livada Empire, issued a bank loan in 2014 for 170 million rubles at 15.5% per annum until 2020. A year later, the borrower stopped paying for the loan. In 2018, the Parus building had already been sold for 208 million rubles, but there was no buyer and the price dropped further more than once.
Candidates for “Sail”
Last summer, the building was purchased by Svyazinvestneftekhim and transferred to the balance sheet of the Ministry of Land and Property of the Republic of Tatarstan.
Rustam Minnikhanov visited the restaurant building in July 2021, during a walk in the facilities under construction and reconstruction in the center of Kazan. In particular, even then it was reported that a youth education center was planned to be located in Parus, and the Talent University logo could be seen in the works. According to the organization’s website, ANO “Kazan Open University of Talents 2.0” is the authorized body for the implementation of the concept “Perspective”, the state program and the administrator of the database of winners and award-winning competitions. Perspektiva was approved in October 2012 by the President of the Republic and two years later the state program Strategic Talent Management in the Republic of Tatarstan for the period 2015-2020 was approved.
In early 2022, the World Tatar Youth Forum sent a letter to the Democratic Ministry of Culture and Minmol requesting that the renovation plan of the former Parus restaurant building include a training and event space for concerts, music and theater workshops and the so-called “office” language “, a place for a permanent basis of Tatar-speaking communities.
The Tatar Youth World Forum brings together more than 100 public youth organizations around the world. In Kazan, it is known for the “Min Tatarcha soylasham” campaign, which has been running since 2006, as well as for the Pechen Bazari festival (since 2013) – the latter gathering from 50 to 70 thousand people.
In 2019, at the final meeting of the Ministry of Culture of the Republic, the President of Tatarstan Rustam Minnikhanov and the then Minister of Culture of Russia Vladimir Medinsky met the project “Cultural Quarter of the Center of Kazan”, which also included the objects of the Foundation Living City. The forum, then represented by Tabris Yarullin, wanted to acquire the Adonis building on Profsoyuznaya Street, with event space and a showroom for designers. As a result, the fate of the former factory, owned by the bankrupt Robert Musin, became even more complicated: in particular, in November 2021, part of the land was sold for the second time. So it will take a long time to wait until the items go up for auction.
In addition, the building was offered a building on 25th of October Street, away from the city center.
In August 2021, at an enlarged meeting of the board of the World Tatar Forum of Tatar Youth, the vice-president of the forum Rashat Yakupov, one of the authors of the new generation of Tatar language textbooks “Salam!”, Said: “If Kamal Theater changes “then the World Tatar Youth Forum proposes to set up a platform for Tatar youth and the public in a building on Tatarstan Street”, noting that there is no place in Kazan where young Tatars could gather, apply from jointly various projects and organizes events.
Tatar Center not only for Tatar youth
In late February, a workshop on the idea of the Parus building was held at the Ministry of Youth, where it was announced that it was planning to house a Tatar youth center. Judging by the sources, the president proposed to extend the original functionality of the building, after which the idea was born to discuss it with Minmol and the representatives of the forum.
According to the current president of the forum, Lenaria Muslyumova, for this purpose, representatives of the “Tatar Community” gathered at the ministry: festival organizers, language activists, bloggers, comedians and designers. Divided into groups, they proposed four projects – problem solving, audience, functionality. The working group then analyzed the results and gathered the best ideas from them. The next meeting will take place on March 4.
For example, one of the projects proposed the planting of a national fashion theater in Paros, with a pedestal and workshops. Others were more voluminous. It is noted that such a center should provide resources to young people seeking support and partners. There should be active lessons and lectures, including language courses. At the same time, it should also be a resting place for Tatar-speaking youth, where you can meet like-minded people. And tourists will be able to appreciate the adventurous embankment, which can be decorated with new art objects, national cafes and showrooms with workshops.
Multifunctional event room, collaboration room, prayer room, parent-child room, language center, toy and movie tracking center, design incubator, workshops, souvenir and bookstores. Lots of ideas, not a lot of space. By the way, the restaurant has an impressive terrace, which turns into another, smaller one, and ends with a tower that can be turned into a special room. At different times of the year, it can also be a place for exhibitions and events.
– We understand that this is a place where not only those who are residents will come. “It should be a public space,” Tatarstan Youth Minister Timur Suleimanov said at the meeting. “Because through the implementation of this social function, values can be transmitted. Through the function of accessibility, both for tourists and for non-tourists, those who, not intentionally, perhaps, as soon as they get there, are immersed in the national and multinational culture. Because here can be formed collaborations of representatives of both Turks and other peoples.
Muslyumova notes that the Tatar Center does not plan to be a place only for Tatar-speaking residents and tourists: in particular, it will work (as the forum did before) with historians, local historians and urbanites. For this purpose, their involvement in the further development of the concept is planned. A project is also possible, in which part of the idea of the “University of Talents” will remain (the workshop was attended by the executive director Aidar Akmalov). In any case, representatives of the Ministries of Culture and Education will obviously participate in the project. In addition, there are suggestions for collecting opinions from students – maybe then it will be a completely different center.
