The Krasnoyarsk Territory presented to KEF the concept of deep processing of the affected wood with simultaneous reforestation.

At the Krasnoyarsk Economic Forum, a round table meeting of the Inter-Regional Union “Siberian Agreement” took place. The main topics of discussion are the optimization of the forest management system, the design of projects for the deep processing of lower quality timber and the sources of funding for such industries. The meeting was attended by leaders of forestry and forestry of the regions included in the Association, scientists from the Siberian Branch of the Russian Academy of Sciences, experts, representatives of the business community.
– The problem of utilization of the affected forest plantations and reforestation, as well as the support of the forest industry is relevant for many areas of Siberia, notes in the information the Siberian Branch of the Russian Academy of Sciences. – Alexey Panov, Minister of Forestry of Krasnoyarsk Oblast, stressed that today the forest fund of the region has accumulated more than three hundred million cubic meters of dead and damaged wood that needs to be cleaned.

During the discussion at KEF-2022, it was noted that the trees destroyed by the Siberian silkworm and the Ussuri duplicator are drying up and creating a high risk of fire.

– In these areas, it is necessary to reforest, after the removal of dry forest. However, the process of preparing documents for health transplants is very complicated and time consuming, so it is necessary to make changes in some regulatory acts of federal legislation. The ability to write documentation according to a simplified version will allow us to save time and stop the parasite, preventing it from penetrating healthy forests “, explained Alexei Panov, Minister of Forestry of Krasnoyarsk Oblast.

Wood waste in the Krasnoyarsk Territory is mainly processed into fuel pellets. Also produced here are plywood, wood fuel briquettes, charcoal, fiberboard and OSB boards. As Alexey Panov noted, the plans include further development of these industries.
According to the minister, it is possible to increase the interest of the forestry company in the processing of degraded timber by creating longer logging and use roads throughout the year – now 80% of them are winter roads. However, this approach requires significant investment.
– Thanks to the Krasnoyarsk Territory, we have a conceptual vision for solving the problem of deep processing of affected wood with simultaneous reforestation. “Such projects require the search for sources of funding,” said Gennady Guselnikov, chairman of AMIS ‘executive committee.
Natalya Gershun, Minister of Economic Development and Industry of the Irkutsk Oblast, referred to practical measures to support green projects in the region, such as tax preferences, the possibility of working in a priority development sector, preferential rates. Business models for financing large-scale reforestation projects were presented by Irina Zolotova, Director of the Center for Industrial Research and Consulting at the University of Finance under the Government of the Russian Federation. He specifically explained to ES-INFO that the carbon footprint of the economy is calculated taking into account the absorption capacity of forests.

“This is an important point in terms of agreements on common environmental approaches in resolving the global climate agenda,” Zolotova said. – Therefore, it is necessary to consider the issue of forest planting as an element of reducing the carbon footprint of the Russian economy. Siberia also has significant potential for such projects. Is it right to make money from it? In terms of attracting foreign investment to the green economy, this is an advantage in every way. In addition, in fact, we are killing two birds with one stone: we are solving the issue of the carbon footprint in the country and at the same time, it is possible to increase GDP by creating jobs, attracting investment and replenishing the budget.

Irina Zolotova is convinced that it is necessary to fight for the sale of coal units in international markets.

“To do this, first of all, it is necessary to decide on the methodology for calculating the carbon footprint in Russia and Europe,” said Zolotova. – Once we can agree that we consider the carbon footprint the same as the rest of the world, a serious basis for CO2 marketing will be created. There is a regulatory framework for this in Russia.

– This is the first meeting that talks about global problems in our country and in the Federal Region of Siberia in the field of reforestation. “It’s important for us to work together to resolve these issues,” said Vladimir Soldatov, director of the FBU Roslesozashchita branch of the Krasnoyarsk Territory.
Based on the results of the round table meeting, the MASS Executive Committee will formulate a series of proposals for federal structures and members of the Union of Regions to improve the regulatory and technical basis, the creation of companies for the production of low quality wood products with high added value, use unmanned aerial vehicles for taxation and forest tracking.
