The State Duma approved two bills on animal protection at first reading

The Basic Law on Responsible Animal Welfare, enacted in 2018, does not provide for liability for any violation. The new bill adds sanctions to the Code of Administrative Offenses for seven types of misdemeanors.

Zoos, circuses and dolphins

All three institutions must operate under license. All animal welfare requirements set by law must be met there. For violations, there is a fine of 100 to 200 thousand rubles, for employees – from 30 to 50 thousand rubles. If the requirements for the use of animals for cultural and recreational purposes and their maintenance are ignored, then for citizens the fine will be from 3 to 15 thousand rubles, for employees – from 10 to 30 thousand rubles, for legal entities – from 50 to 100 thousand rubles.

Homeless animals

This category of our younger siblings will also be protected. If the owners of the shelter violate the rules, they will have to pay a fine of 5 to 15 thousand rubles, organizations – 15-30 thousand rubles.

If the laws are passed, homeless fishermen will have to pay from 5 to 15 thousand rubles for their cruel treatment and the company – from 30 to 50 thousand rubles. An ordinary person who mistreats an animal will have to pay a fine of 3 to 5 thousand rubles or receive a warning.

– The initiation and investigation of administrative cases for violation of the rules for the treatment of animals will be regional bodies supervising this area, as well as Rosprirodnadzor and Rosselkhoznadzor, – the press service of the State Duma of the Russian Federation reported.

For more cruelty to animals, a person will be prosecuted. He will suffer such punishment if the animal dies or is injured which caused him pain and suffering. Violators will face up to 5 years in prison.

Second bill
