First of all, the main culprit of forest fires is a person – his negligence when using forest fires during recreation or work, for example, when harvesting wood, a person burns logging residues.

We remind you of the introduction of the following prohibitions and restrictions:
1) there are general fire safety requirements. They are called Rules of the fire regime, approved by Decree of the Government of the Russian Federation of 16 September 2020 No. 1479, which regulate the behavior of citizens, the process of organizing the production and maintenance of land, buildings, structures and other structures to ensure fire safety, paragraph 63 of which stipulates the prohibition of burning dry grass, shrubs, forest waste and other fuels forest materials on plots directly adjacent to forests, protective and forest plantations and not separated by a fire-mineralized prevention strip at least half a meter wide.
Violation of these Rules, of course, entails administrative liability under the article. 20.4 of the Code of Administrative Offenses of the Russian Federation with the imposition of an administrative fine on citizens amounting to 2 to 4 thousand rubles.
2) In addition to the general requirements, there are also rules of fire safety in forests, approved by the decree of the Government of the Russian Federation of 07.10.2020 no. requirements for forest fire safety measures during their use, protection, protection, reproduction.
These Rules establish a prohibition of fire, use of barbecue fire in young coniferous forests, in burned areas, in areas of damaged forests, peatlands, in logging areas (in cutting areas) that have not been cleared of logging residues and harvested parts, harvested grasses, but also under the canopy of trees.
It is noted that the period from the day the snow melts to the creation of stable rainy autumn weather or the creation of snow cover in the forests, authorities, legal entities, individual entrepreneurs, citizens who own, use and dispose of The forest area is responsible for removal from dry turf, necropsy, logging debris, debris and other flammable materials at least 10 meters from the forest or by separating the site from the forest with a metal fire strip at least half a meter wide or another fire barrier.
For violation of these Rules, administrative liability is determined according to the article. 8.32 of the Code of Administrative Offenses of the Russian Federation with the imposition of an administrative fine on citizens from 2 to 5 thousand rubles.
And in case a forest fire was caused by a human factor and caused the destruction or damage of forest plantations with a great damage of more than 50 thousand rubles, the law also provides for criminal liability under the article. 261 of the Penal Code of the Russian Federation with the imposition of a sentence under various conditions up to imprisonment of up to 10 years with an additional type of sentence in the form of a fine of up to 500 thousand rubles.
Speaking of duties, first of all, citizens are obliged to comply with fire safety requirements in forests and to prevent forest fires.
Citizens who are forest users are also obliged to comply with the rules for the availability of means of prevention and extinguishing of forest fires during the use of forests, as well as to keep them ready during the fire-fighting period, ensuring their immediate use.
