Victor Astafiev has a small but very characteristic episode in the famous “Tsar Fish”.
“In the village of Chus that night, he was generally restless – crying, screaming, the Commander ran into the streets with a gun, looking for his daughter’s killer. At the other end of the village, the belongings of Grohotalos were destroyed; some kayaks were drowning in Genisei. Who should I knit? Who to save?
Soon, however, they tied up both criminals. The practice of knitting among the Chushan is very great – here for a century someone chases someone, shoots from a gun, cuts, stabs, but the kayaks seem to have drowned, their hands did not reach them and why were they carrying here? They would swim somewhere else, in small rivers.
The law is the taiga, the bear is the master
In a few lines, Viktor Petrovich conveyed all the contempt of the “locals” for the tourists who visit Siberia as if they were going for a walk in a forest near Moscow. But Siberia does not forgive frivolity and the seriousness of its nature is by no means a literary adjective.
And yet, I think, in this episode of Astafiev, not everything is true. At all times, unlucky tourists have been searched and rescued, often with a huge investment of time and effort. To escape this, it would be nice to know who and, at least approximately, where.
Although there is a post-industrial civilization somewhere on planet Earth, the taiga has remained the taiga, the Yenisei – the Yenisei, and the bears – the bears. And to neglect these events is to play with death. As happened last year with a group of sports tourists from Moscow in Ergaki.
God knows why, they went to places where “the number of bears is not regulated” to do a sport of categorical hiking. As a result, the beast killed a 42-year-old member of the group, who was left behind by faster comrades who managed to escape.
Of course, a person traveling to the corners of the Krasnoyarsk Territory that has not yet been touched by civilization, will not necessarily meet a bear. But in deserted places, any incident can be of great importance. A twisted foot, wet matches, a broken engine, a storm or a river flood – these are all small problems somewhere outside the city. But where there are hundreds of miles of deserted cities in cities, every such trivial becomes a formidable danger.
Therefore, according to the current legislation, 10 working days before the start of the trip, the tourist groups are obliged to inform the Ministry of Emergency Situations about their intention, to transmit detailed information about the route, the composition of the groups and the ways communication. . Then, if the unexpected happens, rescuers will be able to provide timely assistance to travelers.
The price of carelessness
To be fair, it should be noted that every year more and more tourists do just that. More than 900 tourist groups registered last year. However, there are those who neglect this simple but important process.
For example, during the 2020 floods, rescuers rescued five groups of tourists and hunters with a total of 24 people in distress in just one week. Specifically, they rescued a group of teenagers from 6 people who had been cut off from the water from the village of Mina in the Partizansky district, evacuated 9 tourists from the village of Kuturcin in the same area. Unfortunately, there were no human casualties. During the rafting of a group of Krasnoyarsk residents in the Manskaya loop area, the catamaran overturned and one of the beams did not swim.
In all these cases, none of the tourists informed the Ministry of Emergency Situations about their plans. So the victims could be much more.
In general, the carelessness of people is surprising. Thus, 9 tourists were found during a flight, which was carried out on a Mi-8 helicopter by rescuers of the Regional Siberian Search and Rescue Team of the Russian Ministry of Emergency Situations. People were cut off by floods on a hill. By the time they were discovered, the water was already approaching the tents. By the way, the group included two children aged 9 years and 1 year. The helicopter managed to land in a small dry area with considerable difficulty and the unlucky tourists had to leave most of the equipment, including tents and cars. But all alive and well surrendered in Krasnoyarsk. What if the helicopter had not arrived?
No less reckless should be called the journey of a family consisting of a father, a mother and a six-year-old child in a boat along the stormy Kacha during the spring flood. As a result, the beams lost control, the boat capsized, the tourists ended up in the water and all their belongings drowned. Wet people could not even light a fire to keep warm. Fortunately, the family’s cell phone was not damaged and he managed to climb the hill, where mobile communication worked best, to call 112. In the end, all three unfortunate travelers were transported by rescuers to the nearest regional hospital with hypothermia. Needless to say, in this case no one warned the officials of the Ministry of Emergency Situations about the upcoming trip.
But informing rescuers is not just a quick help in case of an emergency. The experts of the Ministry of Emergency Situations can give specialized advice on how to better prepare for the trip, and even motivating advice that at this time of year and in this composition it is better to abandon the planned mission.
How to transfer information
By the way, the law provides for many ways to inform rescuers about tourism plans.
Only online, on the website of the Ministry of Emergency Situations, this can be done in three ways: through a personal account, using “Gosuslug” and without authorization.
In addition, you can inform the territorial body of the Ministry of Emergency Situations by registered letter with notification, by e-mail, by phone and finally by personal communication.
In addition to being notified 10 days prior to departure, it is essential that rescuers be notified by telephone one day prior to departure that the group will actually depart and, if necessary, adjustments should be made to the information transmitted. You should also inform the Ministry of Emergency Situations about the safe return of the team from the route.
