According to statistics, there are now about 3.32 million privately owned plots and plots of land in the Moscow region (not only SNT objects are taken into account, but also several thousand cottages, as well as settlement land). 3.2 million of them have already been registered by their owners. Local authorities expect more than 100,000 items to be registered in 2022.

According to the expert, the financial issue is not almost decisive here – yes, you have to pay tax on a registered house. But, for example, you will save electricity (“officials” immediately reduce the tariff by 30%).
– Every landowner, having built a house or a garden house, a house building (bathroom, building, capital greenhouse), can register the ownership of this property. But this is only a right, not an obligation of a citizen, – explains to kp.ru Fedor Mezentsev, director of the Real Estate Department of the federal project Digital SNT. – Any sanctions for unregistered properties, if they are built according to urban planning standards, are not provided by law. For example, a house or garden house can not be higher than 20 meters, have more than three floors or be divided into apartments.

– Although the average tax on a residential building of 150 square meters in the Moscow region is about 6,000 rubles a year, I think it is a manageable amount for a working owner. RESTRICTIONS REMOVED
Previously, many people were afraid of the seemingly incomprehensible process of registering real estate – it is necessary to go somewhere, pick up papers, stand in line, wait, ask … But now all this can be done without leaving home and from May 2022 when submitting documents through MFC, the registration time is reduced to 5 (!) working days.
According to Fyodor Mezentsev, older owners had problems registering homes and land due to various restrictions. But in 2021, it was at the initiative of the government of the Moscow region that a significant number of restrictions were lifted. Now allowed:
– registration in the airport zone (and this is almost 40% of the territory of the Moscow region!),
– entry in the 2nd zone of the water protection zone (the distance of this zone from the river depends on its length),
– registration of houses located closer than 3 meters from the boundaries of the plots.
– Extension of the simplified registration process (“amnesty dacha”) for privately owned residential properties (individual residential construction) and private residential plots (personal auxiliary plots).
BECAUSE IT IS BETTER TO HURRY
According to experts, most of the unregistered houses (estimated number – up to 80,000 units for the entire Moscow region) fall right into the old SNT. In new settlements it is impossible to slip without registration, because otherwise you will not be connected to electricity or water.
“In addition, you can receive an ‘agricultural bill’ for electricity or gas supply or main drinking water and sewerage only if the house is registered as property,” says Mezentsev. – This applies to all areas of low-rise buildings: rural settlements, gardening associations and holiday villages.
At the same time, it makes sense to speed up the registration of a house or plot and carry it out before the end of 2022. Because the absence of restrictions on the registration of real estate in certain areas (see above) is not unlimited. These (restrictions) can be lifted at any time.
– For example, ZOUIT (zone with special conditions for the use of the territory) is defined in relation to linear objects: high voltage power lines, gas pipelines, oil pipelines, roads. Restrictions may be placed on registering real estate in the area of a specially protected natural landscape or a specially protected natural area (SPNT), the expert argues. – It is clear that historically there were villages within the boundaries of protected areas, but when registering protected areas for cadastre there may be additional difficulties with registering real estate, as is now the case with the “forest amnesty”. The legislation is constantly changing, so the registration of real estate should not be delayed.

Recently, in the Moscow region, more and more developers are turning to pile foundations (houses are placed in piles of concrete or metal screw piles, – Ed.), Especially in those areas where there is a slope or high groundwater level. This allows you to save a lot of foundation if you do not need to build a basement. But any permanent structures can be erected on pile foundations, so they are inscribed in the same way as buildings on traditional strip foundations.
2. What tax deduction is given for a holiday home?
– You can return up to 260 thousand rubles in the form of a tax deduction (this is 13% of the taxes you previously paid on “white” income up to 2 million rubles, – Ed.) If you bought a house and a plot of land or the built on an already registered plot. An important detail: the house must be designed as a residence, it is impossible to get a discount only when you buy a plot only. If a house was originally built in the garden, then its condition may change in the Rossreestr to a “residence”. In this case the right to tax deduction will appear.
